Chapter One: Introduction
1.1 Background of the Study
Civic education plays a critical role in increasing voter participation by educating citizens about their rights, responsibilities, and the electoral process. In Maiduguri Local Government, Borno State, civic education programs have been implemented to raise awareness and encourage greater political participation. These programs aim to ensure that citizens, particularly in rural and marginalized areas, understand the importance of voting and how they can actively engage in the political process. This study seeks to evaluate the effectiveness of civic education programs in boosting voter participation in Maiduguri, examining both the successes and challenges of these initiatives (Garba & Mustapha, 2024).
1.2 Statement of the Problem
Despite the existence of civic education programs aimed at increasing voter participation, there remains a significant gap in voter turnout, especially in Maiduguri. The challenges in reaching all segments of the population, coupled with a lack of adequate resources for sustained civic education, continue to hinder the effectiveness of these programs. The study will explore the impact of civic education on voter participation in Maiduguri and assess the factors that influence the success or failure of these programs (Aliyu & Usman, 2023).

The study will focus on civic education programs in Maiduguri Local Government, Borno State, and their impact on voter participation. Limitations include difficulties in accurately measuring the long-term effects of civic education and potential biases in respondents' assessment of the programs.
